U.S. capital city Washington DC is the only place on the U.S. mainland that does not have representation in the U.S. Senate and House just like all other U.S. mainland citizens. Is it because we're mostly Black American and related factors?

No. It's because the Constitution says that the District doesn't get a vote. And it said that even back when white male property owners were the only people who got to vote, so the lack of voting representation is certainly not of racist origin.
Amend the Constitution, or move to Maryland, or move to Virginia, or have Congress cede the residential portions of the District back to Maryland. Those are your four choices. There aren't any others.
